To this body were presented for consideration some of the weightiest problems in the world's economy, among them the whole Oriental policy, but early in the deliberations these delegates said that so far as China was concerned the Conference would result in utter and irredeemable failure if control of the Kiaochow — Tsinanfu railway in Shantung were not again restored to her.
