The preface to a work, it is well known, is generally the part last written. Since the following pages were composed, every event has conspired to corroborate the author's opinions as to the ultimate issue of the Spanish American contest; and the lesson which he deemed it right to offer to his countrymen, a lesson which he has himself been taught by hard experience, has been made more impressive by the legislative enactment against British co-operation with the Independents in South America.
