A people without a homeland of its own, without a centre in which its individuality can take shape in concrete institu tions, loseslthe respect both of itself and'of other peoples. Respect demands understanding; but the Jewish people, situated as' it is at present, cannot be understood — it cannot be understood even by Jews, and they begin to have doubts of its existence, because it has no recognised central institu tions through which its ideas and aspirations can voice themselves.' Hence, too, Judaism is always in solution.
